In the UAE, flying a drone commercially without General Civil Aviation Authority (GCAA) registration is not a grey area: it is illegal, uninsurable, and the data it produces will not stand up in an audit, a warranty dispute or an insurance claim. The approval is the difference between an inspection record and a liability.

A separate, Dubai-specific permit for flights inside Dubai airspace. The DCAA does not accept GCAA registration as a substitute, so you need both to fly compliantly in Dubai.
